Back when I worked at the airport, I had a friend who knew Arabic decipher this so that I could put the information into iTunes. Anybody here who has experience with Arabic and isn't too busy working for the CIA want to take a crack at it?
(I think the resolution on the photo is crappy, perhaps too crappy for translation.)
