Okay, now, *this* is classic wacky Qaddafi.

Gadhafi accused al-Qaida leader Osama bin Laden of being behind the uprising in Libya, in a rambling phone call to state TV. The Libyan leader said the more than week-long revolt has been carried out by young men hopped up on hallucinogenic pills given to them "in their coffee with milk, like Nescafe."

He then urges the people of Zawiya to 'control their children'.

I have to say I am neither familiar with early Churchillian history nor twentieth century poets. Was se being serious, or was this something that only people in a madhouse would say?

Certainly he was joking. In Russia it's a popular quote about a doubtful rumor or something untrue. Our own leaders've been iventing lots of things to say, too. In fact, they're t hemselves afraid of a riot:(

And as far as I can tell, leaders generally invent things to say in hopes of making their jobs easier. They just generally try to keep them credible.
(I had heard that things in Russia have been a little unsettled since the separation of the soviets.)

Ours try to appear credible by inventing all sorts of 'external enemies', a tradition well-kept since the soviets, only slightly forgotten during Yeltsin period (

Whereas here in the USA we have moved from the external (terrrists) to the internal (socialists, traitors, queers, atheists or non-Christians in general) who are at least old familiar faces.
The internal is trickier, though, because it's harder to demonise people who might live next door to you.
