Technically, it is tedious but straightforward. Legally... hmmm. I'm not sure. I'll have to read the Live365.com rules again. I think they are cool as long as you abide by the DMCA (basically you can't play only one artist or track through a whole album at a time) and the songs you pick have publishers affiliated with ASCAP or BMI or SESAC. I really hate that last one, mainly because it means artists like the Headless Chickens and Bill Pritchard are verboten.
You know, I think they also want you to actually own a legal copy of the recordings you put up. Those picky music industry people. :-)
Anyway, I did actually start assembling an Axolotl station on Live365. I just never finished it. I think it's still there, even.
