The USPS has no little rubber stamp that says "Do not leave outside in the rain or actually in a puddle for god's sake what are you thinking". So I will have to settle for "Do not fold".
Yes, but if you cover the entire outside of the envelope with packing tape, then the contents MAY be able to sit in the rain. :)
(I once shipped a framed cross-stitch to a girl, who found it on her porch, fully in the rain. I had used so much tape that everything inside was just fine. :) )
