I'm not sure the question applies, since this isn't really one society being considered here, and even if it were, only a subset is armed, which is somewhat different than the whole society being armed.

Societies will never be polite, armed or otherwise. Societies were first created to assist human survival (because, let's face it, compared to other animals we are slow, unalert, clumsy, and small). But ever since we conquered the planet and competition over resources arose, societies exist only to ensure the survival of their own. Other societies need to be destroyed.
