What the article says is:
"There's been a lot of discussion, but I haven't seen anything that has developed into concrete thinking," one official said. Asked whether the Defense Department was working through the Iraqi National Congress to recruit former Iraqi intelligence officers, the official declined to comment.
It further says, near the end, contrary to what you write that "it was unclear to whom a new Iraqi intelligence service would report"
So, it seems plausible to me that there may indeed be elements of the former intelligence service focused on Iran and Syria which are coallescing, but it does not seem to me, as you imply that the entire Baathist security apparatus is regrouping with U.S. sanction.
