Lamenting how hard this will make life for the rapists? Don't be ridiculous.
The balm of Gilead here is obviously Dress Codes for eleven year old girls so that men will not be irresistibly drawn to rape them.

On an unrelated note: While I was in the Salvation Army yesterday, I discovered that "Livin' on a Prayer" mashes up pretty well with 'The Hand that Feeds'.
