Forbidding businesses to sell paper bags at less than fifteen cents is... interesting, and I could see a law student writing a paper about that.
Are stores really also forbidden to give away reusable bags? I don't see a price stop on that, so I guess they could be sold for a penny. Or 'as part of a time-limited store promotion'. So I guess you could have a few consecutive promotions.
In order to be defined a a reusable bag, it has to be labelled with the name of the manufacturer. If you knit a shopping bag, I suppose you could sew a little cloth panel on it and write your name on it with a Sharpie. You'd have to draw a little recycling symbol on it too.
Fines for violation of the law include whatever legal penalties are called for and in addition an Administrative Fine. Is that unusual? Or do lots of laws have two punitive tiers?
I'm guessing 'public nuisance' is the legal charge. If not, then that's a third tier.
