It's rather difficult to tell, in newsprint, if somebody is smirking. However, I suspect that the worldwide concern and sympathy was indeed heartfelt.

and not, "Aujourd'hui nous crachons sur des Américains"
or even "Aujourd'hui nous passons le gaz dans votre direction générale"
